Aha. But I think that higher you are ranked (those who are in I league related to those in II), you'll get more benefits. It's the same in PO - first is playing with the 8th.
Still, this should be made random right away or its easier to promote from II.1 then .4
Yes but in II1 is tougher competition first of all. And just imagine what it would be like for that manager who dealt some serious matches whole season to be second and realize he has to play against stronger team. On the other hand someone who was 2nd in II4 would have really tough job.
I can't speak for all countries, but II.4 is the weakest of the four II leagues in the U.S. This is not the fault of the teams but because they are the only level II league that has no feeder leagues in level III. Similarly, until this season II.3 only had 3 feeder leagues as opposed to 4, thus by default would make it not quite as strong as the leagues that have had 4 leagues promoting into it.
You are thinking about this backwards. Its not about the team fighting for promotion, its about the team fighting against relegation. The team that finishes 13th should have an advantage over the team that finishes 16th and their reward is playing the team from what is by default the weaker league.

Than again, there is strange migration going on at our I Serbian league. Everybody below 8th place wanted to be relegated into II3 or II4 league. They were all saying that competition is far to strong in I league so they want to build up their clubs in II, to gain more OTR, to play more on Low, so some day they could get back in to I league again. That means they will lose from second placed in II3 and II4. I think this trend is going to happen in all I leagues in PPM if they become overcrowded with really good teams.
I saw a team in my league essentially throw the second half of the season to get himself demoted into the brand new III.12 league.

Well the avg team ranking is equal in all the II.1-4 leagues so how do someone determine what league is weaker? And by what standards? avg ts? etc.

I think II.1 gets the weaker I.1 team to play because there are more teams that feed II.1 than II.4. Consider this. You need 16 teams to fill the third division. 64 to fill the fourth. Say there are 12 teams in the fourth division. That means that III.1-III.3 will have the relegation round to fourth division. III.1-III.4 are the leagues that feed II.1. Thus there are more teams feeding II.1 than II.4. This is the case in Canada as we only have 12 IV leagues.
I agree with your point in total. With a 30% adjustment on the season update getting just your OTR back in division 1 as a bottom 8 team gets pretty tough. I can see why folks would consider being a "big dog" in division 2 very appealing. As for being in 2 not many want to go to 1 unless they think they are top 8 material.
Actually in Sweden League II.1 is higher. look at the prize money its higher than II.2 which is higher than II.3 which is higher than II.4. And the Average overall team rating is higher in II.1 than in II.2 and so on.
Of course if you win your final you wouldn't have to worry about it.

I think, this solution with pre-defined league relegation/promotion is not good or fair
leagues with lower number will be still more difficult than those with higher number
The best way for relegation/promotion will be, if the best team from lower division will replace (or play qualification with) the worst team from higher division according their OTR

A different question: how do playoffs work exactly? I lost my first round matchup, swept my second one. Do I have another series to determine 5th place?
I answered my own question from the guide. Imagine that!
The relevant portion says, "Playoff is played in best-of-three series until final positions of all teams are determined. This means that the eliminated teams from the quarterfinals and semifinals continue the playoff for their final ranking."

If you are looking for "fair" you will never find it. The game ceased to be "fair" as soon as the first teams were assigned.
If there is a better system for deciding who plays who, I suggest you post it in the suggestion forum. The system isn't going to change this year.
