I don't talk about fraud ... the money are fine, just want to explain that, when someone don't care what happen is coming tomorrow is ready to do everything. In this case we talk to spend all own money for one player. If the manager to acc where delete is not delete .. may be then will be not 1 mld transfer, may be 0.8 ... Still maybe a manager (ex owner) wanted to sell the player and there were bids from more managers and the buyer was the manager with the deleted account. Owner and other biders would be penaltysed if the player would not be sold. What do you think about that?

To expedite the catch-up of new users:
Like with stands in arenas/stadiums allow users to skip levels of a facility. The cost to get from Level X to Level X+N is still the total cost if they incremented to the upper level, but the construction time would only be that higher level. This keeps the fairness in cost, but allows newer managers to quickly ramp up their facilities if their finances are sound.
Example:
New manager plays a few top clubs and gets to 13M in the bank. They can then go straight from level 1 to level 8 (12.9M total) in 35 days rather than 112 days.
This speeds up the catch-up process significantly. Come higher levels, the constraining factor will be cost not construction time so this really only has an impact on the lower levels.

ProPack Feature: A retainer where you set how much to pay for a FA in case you can't get online during a certain time. So if you turn "retainer" ON and set it to 20M, you will payout whatever fee is required for the player up to 20M.
Kind of, only you don't enter a bidding war. It would simply match the requested bonus if the request bonus was under the cap defined by the manager.
Just to help people retain players if they are away from the game on vacation etc.
