Another wonderful odd result at home, 0-8 on the powerplay, outshot them 54-16, and gave up all my goals via special teams, 2 sh and 2pp... at home no less. definitely going to be a headscratching season I see
SA level + youth training efficiency. When tied, random breaks the tie.
So i guess than youth training efficiency is more important than SA level.
They're combined for an "effective SA" level is my guess. For reference: 100% efficiency makes your SA perform 1.5x its value.
I.e. 100% efficiency at lvl 14 is 14*1.5 = effective level 21.

I meant that i see a team who has a better pick than me, but his academy is level 12 compared to mine level 13.
Check the OR of his Sports Directors. That's likely the difference. The SA level the game engine sees is not a hard 12 or 13 it is a number scaled by the efficiency of staff as stated above.
Apparently I get the last pick, disregarding the defunct team. I'm happy that the draft is serpentine; I just hope that there will be more than a small handful of worthwhile players.
there is also a possibility a team can drop/move up to 3 positions. so there was a draft.
I believe that unless you are the top 3 or 4 picks it is better to be in the bottom and grab to potential B players on first 2 rounds.
Anyone in 6th to 16th will very likely only be able to grab a B and C player. 17th to 20th has great potential to grab 2 Bs.
obviously it depends on the scouting but the ones that benefit most are
1. Top SA teams who will draft first twice - rich teams for sure
2. Lower SA teams who will draft last twice - poor teams
3. The league best teams who will draft last twice - rich teams
4. The league worst teams who will draft first twice. - poor teams
PS: rich teams drafting lower still have edge of being able to scout more players!
Being in the middle of the league is not good and one will either want to have the best academy or the worst.
Promoting to a new league does not make it better as it is better to have a chance for A player than 2 Bs

If i buy a sporting director before the draft, can i move up in the draft order, or its too late now?
Too late now. Must be done prior to the Friday night calc before the draft.
Consider this a dry run. Lots of lessons learned this time around. Come week 8 and the first draft of other sports you'll know.
