This is one very good question sir.
I would have assumed at least I.1 would have been, seeing as how everyone there needs to be very active and commited, else they would not last long. But that does not seem to be the case.
I think it's time for PPM to step up their game and change the engine completely. Yes, it won't be a popular idea, but now, everyone is playing the same way. We mostly know the "ratio" trick which means that we know how to take advantage of the game.
They should drop the ratio and/or add attributes or make use of all attributes for any position. Harder to do than say... I know.

You'd think I.1 would be active but you could not be more wrong.
Here, here. Speed in hockey is one of the most important parts of the game, yet it is not even included in the sim. I think speed should be added, at the very least.
I think offense and defense attributes could be removed. Stickhandling, Speed and Positioning should be added. Positioning should be a mainly defensive attribute and speed and stickhandling would have obvious effects given in there name..

Speed is useless if the sim only works with formulas and not like EHM where "players" plays on virtual ice with set boundaries. They could keep the same attributes but change how the sims work internally to include every attributes.
Check out goallineblitz (football) for an example of a good sim.

I'm playing today against Vancouver Giants (II.1) in the 6th round of the National Cup. I don't expect to win this game, even if I have my best tournament ever. Seeded 175th before the start, I'm cracking the top 64 right now. Quite proud !
But how much this tournament improves sponsorship ? Should I expect a raise in general/media sponsorship, even if I'm not a top team in Canada ?

Today marks a milestone for my team. My first player to reach 1000 OR. He's not homegrown, or even Canadian, but it counts. I'm not even the last team in I.1 to reach this milestone. Vancouver Racoons haven't reached it yet.
And only 21 yo....
30M$ is not in the range for any team below I.1 though. Way too much money for a little fish like me down the food chain.
