yeah I think the smaller countries are the fatal flaw in that idea, you could exempt the global league from it like in a lot of rules now or lower the percentage in abilty boosts. I was thinking more of it as a reward for players that develop talent instead of buying it ( wich unfortunately im still not one )than a penalty to others. but yeah smaller leagues would be disadvantaged and that's probably not a good thing.

Hey, no worries. It's better to swing for the fences and not get there than do nothing. Keep up the brainstorming. We need that kind of out of the box thinking to try to help the game improve. I said i liked the idea and I was not slapping it down. (I'm personally hoping someone finds a way to make it work, to be honest.)
