I already posted my general opinion above, but I have two things to add:
1) By taking away or restricting the freedom to choose match importance which is an important part of the season strategy one would punish all managers. Which would be unjust only because of some black sheep that play against the rules and sportsman spirit.
2) The data soderb is presenting is indeed very suspicious. If it really is a first league then the officials should be aware of that and observe closely. To get a proof is nevertheless going to be difficult. And without proof...
Probably the devs could take behind-the-scene actions like contacting the managers to make clear that they are under observation. The whole thing is a very grey area.

Strong evidence of the presence of agreements. But as it has been porperly pointed out above, those agreements could be arranged in a tacit way (less competitive league and cooperation desire), which would be perfectly legal.
I personally disbelieve that last hypothesis but as another fellow said above, no data will never be enough to become a proof.

I have sent both you and spikestranger a PM about what league it is. I can tell you other tho that this league is probably considered to be on the toplist for leagues.
Data can as you say tho never be 100% proof, but 92% on very low against your biggest competitors in the league? Thats just not right.

I believe that we must apply the presumption of innocence and do not generalize! each case in part and with proofs!

I still think the energysystem is a really nice thing to ppm, but I also believe that it can be improved in some way tho.

All in all - trying to to restrict something always complicate things. Football managers usually go for resting players - not for saying them to just walk on the field.

Limit the number of very lows or lows will have no impact in this issue.. if it is implemented, the next logical step of cheaters would be to agree with their opponent to play with a B-Team.
At least thats an easy thing to detect, tho I cant see how the top5 teams playing 92% on very low cant be as easy to see there is something really wierd ggoing on
Got an idea: How about take away just VL? VH keep on?
in RL a Team who plays VL plays a benefiz-game.
friendlies cost much less energy anyway...
And instead of playing VL you could also play with your B-team,at least.

not all teams have a b team, and if you have to play frendlys the whole season on low instead of very low, you lose a bit more energy. At the end of the season this lost energy could be the factor for promotion or not...
If you play 50 friendlies per Season (realistic number)
you loose 1% Energy on very low, and 2,5% on low.
Means a difference of 1,5%.
Means one league or national cup game on very high,this could not really be the problem...
But it could solve the problem with the cheaters a bit.

I think,this could be an easy step,with solves something.
And the cheaters even get a risk: how about me getting a PM, somebody write "hey,lets play on low with the B-Team,so we save energy" I say okay and think "now you will get the lesson of whats I thinking about cheating" and then play with the A-team on normal. Thx, for the 3 League-points.
