The UFA's are tough to gauge. You kind of have to look at the team that the player is coming from. If that player is one of the best on his team, then it's more likely the owner will match.
Personally, I've resigned all but one of my 26 year old's. The players not in my future plans will hit the market before free agency.

Yeah, from my experience bidding on lots of free agents, having the highest bid is the easy part - making it good enough to convince the owning manager to let them go is much tougher.
I had many winning bids on 1000'ish OR defensemen in the 10-15 million range last season, but not a single manager let their players go for that price.

I don't even bother with UFAs. They only way you'll get them is if you overpay for them. If you offer what they're worth, the manager just has to pay around 60% of your offer.
There are plenty of experienced players around 900 on the market all the time. I would suggest going after them as you can get some steals if you invest a bit of time.

I have had a lot of success buying decent players from the RFA market.
So I'll have enough cash to do another upgrade next week. Should I do my next HR or my next Regen? I can probably do both in time for the end of the season, but doing the HR now would ensure that it's done by sponsor time.
So what's next for my team?
Two real options:
1) Save up for a triple level arena expansion.
2) Continue to upgrade facilities and players.
Currently I am making 6 - 7 million a week...

Being in div4 I'd upgrade your players to be competitive in div3. Once you promote work on facilities and promoting to div2. Once competitive in div2 focus on your rink. It's tough to sell tickets in div3 and the OTR that come with playing in div3.
Does it take a while for the facilities to start working when upgraded? My regen was upgraded 3 days ago and today my players average training was the lowest its been all April.
Nope, a day tops. That is worrisome as mine is due for lvl 15 soon. How much lower?

One of my goalies who plays in all games every day has been working on Tec since the 23rd and today he trained his lowest of the month. It is not too much of a decrease, but its not an increase either. Its pretty well fluctuating around average.
