I understand that there is risk invovled, and if I get a 3* offer tomorrow it'll be something to think about, I guess.
So when I take out a loan next week, I'll have enough money to either start my next HR and Regen, or do a 1000 seat triple. Which would be best to do?
The arena upgrade for sure.
I'm in a similar situation, it's either high level facilities or a max triple-floor. I'm gonna go for the seat upgrade just because of the huge benefits - large increase in ticket sales and its influence on sponsor offers.

My advice: don't take out any loan. Wait and pay cash. But if you still borrow money, put in on the seats.
I know that taking out a loan ends up costing more money, but it also saves a good amount of time. Why do you suggest not taking one out?
Pretty simple: don't take out a loan ! Cut on the expense, save money, and forget about the loans. Do what you can with what you have cash. The only good reason to take out a loan is if you are short of a small amount of money and you have to build seat or a facility right now. Beside that, wait.
I took loans from times to times and I worked well for me. Pay it back the fastest you can. Last levels of training center and regen influence your players' training a lot, so IMO the sooner the better in that case. The fews millions you're paying in interests are really worth the training bonus.
Take the loans. Put it toward Triple Floor Multi. This will improve your financial position in the future, and make it easier to make more money to upgrade stuff faster.
I went with the same plan as krafty. though now that i have 8000 seats I am no longer sure taking loans is a good idea.
Too much consensus on this forum, I'll try to spark an argument
I don't think building triple-floors early in the game is a good idea. Here, PackSix invested 38 mln * 8 = 304 mln for his 8,000 seater. Instead, he could have built 4 double-floors by 1,500 seats and 4 large stand-ups by 250 seats. That would give him a 7,000-seat arena @ 206.8 mln price. A 1,000 difference in capacity means aproximately 12 mln difference in revenue from tix sales per season (based on my team's data); so, it would take 8 seasons to break even. But, PackSix would have almost 100 mln NOW, and it would be enough to upgrade his training facility AND sports academy AND regeneration facility. Later on, in couple of seasons, with more money to spend, those large stand-ups could be easily upgraded to triple-floors. The loss on one stand-up demolishing is just 0.85 mln. For me this approach looks more balanced, focused both on finance and team development.

hmmm that is an interesting point, I wondereed if there was a better way to do it. I went to all large stand ups then went to triples from there.
on a separate question a lot of people seem to be against taking out loans. I have found them very helpful to assist in speeding up my arena development, I used them mostly for my triples, but some also went towards facilities. I would never recommend using loans for players though.
I had bad experience with loans (in soccer though). After taking out a large loan with high weekly payments my team went into the red quickly. I had to sell some roster players and downgrade education centre to avoid bankruptcy.
