If you have the cash for it, right to minimum triple ! But you have time for this. Medium seated is interesting because you can seat enough people to improve revenues without paying huge maintenance fees.
Go to 1,000 capacity triple floor multis... it'll take awhile to save though.
Someone refresh my memory, if I don't even look at my new prospect pulls until next season starts, do they age anyways (and thus I would pull 16-17 year olds)?
I seem to recall some discussion some time ago that the behavior changed that they would age, but was that maybe if I'd looked but not taken them from the academy yet?

It used to be they'd be 15 but now they age regardless. Unless your SA will be +1 in under 7 days pull now.
Not a problem. And, regarding your status:

38 million :O Is that correct? Wow, you are right I need to save up!
My general sponsor deal is 1* which is significantly better than my original deal. If I reject it will I immediately get another offer or do I have to wait till next season?
If not I will just accept this deal...

Do you think my expenses are high? If so what would you reduce?
Reject it. You get offered 3. If you reject all 3 you will be given a 4th.
Your facilities/staff show expenses should be reasonable.
Is the 4-4-3 accept method for sponsors still widely accepted?
I have a 3* media deal I am tempted to take, declined my general sponsor already.

Statistically speaking it gives you the best results. However, it operates on the assumption P(1)=P(2)=P(3)=P(4)=P(5)=0.2. The devs have said this is true but if it is slightly off the results will change.
