Player is quitting the game and made an insane bid on a terrible player. Either that or multiplaying and trying to cheat. However, it'll get corrected. The Game Masters will adjust the transfer value to market norm, in this case 10k I would say.

Oh man, if they were THAT bad I'd fire them and send them to an insane asylum. Only then would they be hired by the Leafs' scouting staff.

Scouting per day is how much you can scout in one day (100% = 1 player). So with 31% scouting per day it takes just over 3 days to scout a person (so, it takes 4, but the remainder would go to the next person in the scouting list).
