I believe it is logical to start U18 in next season and U20 in 2-3 seasons, There are not so many players with age U17 in today's NT.
That's because players under 17yrs aren't good enough.
An U18 team should NEVER EVER be as good as a senior team. That's why they have U18 teams to start with.

Exactly so when they start U20 those from U18 will fill that place and new youngsters will come to U18.

you have to think about countries with small number of users! starting u18 and u20 will cause a disaster to my country! most of players from senior team are below 20!

I don't think you can.
U mean for another league as U18 teams or just national teams. It would be a logical action first for eace team has its own U18 team.
