yes, there is a plan to do that. We are aware of the fact that Oceania is a very small league right now.
We don't listen? We don't care? Really? I have said it on day 1 of this season that there is a plan to merge Oceania into other world with other continents.
That was indeed a handicap for the new managers. But this will be a minor issue if we have the promotion bonus and lower OTR decrease since season 1.
Well still, I dont see why you would keep giviing advantage to early managers. If they want the game to be bigger they should make it random who starts where. Also the bonus for advancing is only awarded to the top1 team and possible the qualifiyng team so not a big chance to get there first season compared to the advantages starting in 1.1
I am not sure if I completely agree, but you got a point.
At some point in time they do need to give the early guys who have been here the longest a benefit of loyalty.
When hockey started i was put in third division. All teams were equal, so i built hard and promoted to make Div 1. So if people end up further down, they CAN get to the top division, it may just take time.
The only problem is that the lower divisions have far less OTR/sponsor deals.
But there's also a way around that:
I propose that for the first 2 seasons have OTR and sponsor deals equal across all divisions. After that start to change them to favour the higher leagues.

Or maybe just for the first season, in a hands-off version. If majority feels they need to extend to first 2 seasons then they do on the following sport.
Yep, the reason i say 2 seasons is that is enough for good managers to make a mark and earn either promotion or get in position to challenge for it soon after. It also means that the weaker divisions have equal chance to build their team for at least 2 seasons.
The top div still has the advantage of not having to fight for promotion, however it also means that they need to fight more to stay up there. They could also make it so 6 teams promote / relegate for those first 2 seasons to ensure stronger managers have more chance of promotion.

I remember how they talked about equal start for all managers before football started, but I was very disappointed to see that first division teams got half a million more than fourth division teams in the first season. Not a big money now but it was then. Top of that there were international cups which started also right away and gave some advantage to those who started from the top. Now there are those bonuses for promoted teams so that kind of compensates it nowadays.

I agree!! All should start in same division! And all whoare rising in divisions should go to totally new division until league structure is right!
