I'd guess for playing out of his country... I looked up the IP addys of a lot of the guys who play in US and don't speak English... some are from the US, some are not, just cheating trying to play in an easier country. Don't remember if thebest77 was in US or not. Too lazy to look again 
I don't see any really spurious transactions, but, could be mult-accounting or IP spoofing. Either way sucks to see a manager go even if I don't recall them participating much. Please tell me they didn't qualify for the CWC though
Sometimes I wonder if Americans that live in europe can sign up to play in the US.
I think I remember a discussion a while ago, saying that people who live outside of their own country can still play for their home country... But I think with thebest77, I looked his IP address up and its was in the US... so not sure why he got banned, maybe for something he said on the slovak boards? Not sure?
hmmm...he bought 2 guys off the Manville CONDORS for 28million recently and both transactions were flagged by the devs.
neither one seems really out there valuewise, but without having the guys scouted really hard to say. Manville has been logging in from an IP that starts 68.192.165.x all along and since the 23rd thebest77 has been logging in from 68.192.150.x, which is different from their original IP. wonder if the devs think that Manville took over the team for thebest at some point since the IP's are now similar.
