I'm pretty sure we had the option to choose to start at any level. I know I chose level four because my players were very short, and low on OR so I chose to have a winning record over being at a higher level and having no OR. My team abilities were FAR below the ones I had in the initial trial period. I have no idea how teams were assigned in levels where there was a lot of interest. Real money was NOT an option. Any teams that are in I.I even from the beginning are there as a result of good management. Some may have had better players from the get-go, but I have seen good teams poorly managed that ultimately were relegated... as they should be. There is a "quickest way to the top", but I did not discover or follow it from the outset. This game, at every level, is based on making good decisions. Knowing what I know now, I would make wiser ones if I were just starting out. As in life, you really have to work hard to have as much money as the guy who won the lottery.
You can check the "history" of each team on their site. Both Hooligans and Royal City started at level 3 in season one and worked their way to the top.
A quick history check has shown me the following trend for teams that have done very well since day one.
Each of them in the early seasons had the good judgememt to sell more than they bought, as regards to both players and staff. Players and staff that you would barely consider for your team today, were selling for top dollar because the calibre available in both areas was much lower then than now. Every one of those teams sold more than they bought, sometimes by a large amount. This money apparently went into improving their facilities so that their team was producing top talent in both areas for the time. This top talent was again sold and the money put into facilities and arena. Once the advantage had been gained, top players could be kept on the home team. Those of us who went on a spending spree to be in first place in the early seasons soon fell behind. Sound economics and a little bit of luck are what have created the differences we see today.

I remember in season 1 I sold a really good guy for 3m. (It was a lot of money in week 1) because he played bad in his first 3 game.
It might have been an horrible decision since instead of having 3 of the best player in Canada, I had 2 and it wasn't enough. However like you said, it gave me money to be one of the leader in the TC race.

What I really think is suspicious is how a lot of chinese top tier player apeared on the market in season 1. I talked about this few years ago.
Remember, some player (like me) got lucky and had better players when they started. However, I'm 100% sure that there was alot of chinese bot creating multiples account and keeping only the good one, selling them to players wanting an already stacked team.

Everybody needs to go back and read early basketball threads...There was bidding with credits to get into Division 1 - Just copying a few from the U.S. site:

And still, the best teams in Canada right now didnt start in D1.
Why hate to tell me? I chose to be placed in a specific non-I.1 league.

, I need money to upgrade those facilities, I am selling Harvey!

I was planning to start a 15 year old generation for my team in the beginning of next season, but I got two pretty decent player in the last draft (a PG and a PF), so i'm starting the generation earlier than expected.
Will try to buy him, since I needed a SG anyway. I just can't ignore a good canadian SG right now

you will be dangerous in few years (as if you are not already)but since your TF is almost L15 it makes sense. If things go well I'll be there in 2-3 seasons... mean time I will sell more players (if my SA allows me to have decent players)!

Yeah I waited a looooooooong time to finally become a "top team". I took the extremely long road, never promoted to D1 before season 16 to keep a decent OTR, rushed academy 15 (first in Canada), and then for 6-7 seasons the only thing I did is sell every good prospect the academy gave me to finish building my arena and then to build my TF 15.
I'm glad it's finally going to be paying off, still a long way to go since i'm starting from scratch with new 15 years old and I need to let them develop for 6-9 seasons before they can start helping me, but at least from now on it becomes a lot less boring hahaha
