The only thing you get with 30% scouting efficiency is a POSSIBILITY to see more accurate estimation, meaning you might be closer to real qualities than with no managers employed.

So, you are saying that HR department has nothing, but nothing to do with qualities estimation accuracy ?
I can not say that because I'm not sure, and the guide says nothing about it specificaly. All I'm saying is that the accuracy of qualities estimation is not calculated based on Scouting progress per day.
However, on the Scouting page you have 2 columns:
1. Scouting efficiency
2. Scouting progress per day
In first column the % displayed is based on your employees, no more and no less. There are no indications that HR has any influence on it. This is why I assume that the HR department has nothing to do with estimations.

As I've been told officially, the truth is somewhere in between.
HR does count, but scouting per day is not the same as viewing players on market. It's smaller.

So, now i'm a little bit confused:
until know i thought, aggressivity is a useless skill for goalkeeper...
but now I have two goalkeepers, both exactly the same a- and b-skills, but one keeper gets every match better stars than the other one...the only obvious difference is the aggressivity of 40 versus 18....is this possible? Is aggressivity a skill used by goalkeepers??

Experience is quite higher with the "weaker" goalkeeper, chemistry slightly higher with the better one, but not much, 95% vs. 86%....
Let's see their attributes. I'm thinking your "better" goale has poorer secondary attributes
