This is the accuracy of seeing non-scouted players qualities (for example on market). When you scout them you see 100% accurately, without scouting you only assume (with 14% accuracy).

How can I stop people who I've never spoken to, or even had a conversation on a forum thread from spamming me with friendship requests? And is there any advantage with having 1000's of friends on here?

Staff only gives a bonus to facility influence !

And you can test it easily. Take any player from market, check his qualities with your actuals managers, then uncheck head and assistant managers, and check those qualities again
!

The unscouted qualities change every monday I think, not when you check and uncheck the staff. I'm not sure who told me that, but that is the information I heard.
If it was really the scouting efficiency then in my interpretation it would mean the accuracy of seeing the players qualities after scouting. Since it doesn't mean that because everyone can see the same qualities after scouting, the only logical assumption is that it shows the qualities of unscouted players.

And one more thing... If the staff only gives the bonus to scouting progress then why the hell do they have a separate column for scouting efficiency? They don't need it in that case since it's just confusing people.

they don't only give the bonus progress. but the numbers you see on market and even at your unscouted players are more accurate with the progress of both HRE Dep. and staff memmbers

Why the qualities of a player are redistributed every monday (if not scouted) ? To make confusion ! To make you discover ... and so on ! That's the beauty of this game !

14% is just the bonus (brought by staff members to HR facility)! Their efficiency can be found on Staff page and it is given by their attributes !

So, from my understanding, scouting has 3 influences:
1. the ability to make precise estimates on the quality of players and staff
2. influences the speed of scouting
3. the ability to provide more job applicants
Now read again points 1 and 2. They are COMPLETELY DIFFERENT THINGS. That's why there are 2 columns on the Scouting page:
1. Scouting efficiency - the ability to see unscouted players' qualities
2. Scouting progress per day - how fast you can scout a player
Once again, 2 COMPLETELY DIFFERENT THINGS, that's why they put it separately...
I rest my case, prove me wrong if you can.
