If they had 99 quality in all attys and you trained 40 on defense then he becomes a defensemen and u train him that way. if you train him for forward he will be a forward and u train him that way.
while i respect your point, i think i have an idea of why some managers might train defense for that centre.
maybe his team gets raped with too many penalties, so he keeps on losing because of all the ppgoals. to reduce the ppgoals scored against, he might train a "defensive centre" rather than a regular "offensive centre"

I train D on 3 of my 4 Centers. Especially the ones I use on PK. I train D on some wingers too. Not all. But some. I wish the GE required D for Fwds and O for D more but sadly it doesn't.

His claim is that if you decide to make that player as a defense, he won't be as good because his def is 20 lower than his off from the start.
I don't fully understand why he is saying this though.

Indeed. Regardless what it's referred to, there is no penalty for doing so.... it's a managers choice to train their player less offensively and more defensively. The trade-off of that type of training is that the center with defense is not going to be as good at the center position as the other.
It's no different from me having 2 wingers and not training one of them at shooting. is there a penalty for his lower shot? Yeah, but it's only there because i choose not to train shooting.

I would train him as a center (with shooting) if you would keep Jim in your team, as a goalie if you would plan to sell him...

It depends if you play to keep him or sell him. If you plan to train and sell him, then a goalie would be the better (faster) option.
Not really. If he chooses to train him as a goalie, then he'll be a goalie. Same goes if he chooses to train him as a center. He may be a center now based on attributes, but that can be changed with training.
center otherwise nice shooting Q would be useless... Especially considering primary is good but not that great...
