Really? I thought a player had between 2-4 years at a given cl, so a player that started 5/6 at 15 could go to 4/6 at 17, then 3/6 at 19.
Player which had 5/6 at 15, can have 5/6 with 17, but if he gets 4/6, after certain 4 years with 4/6 he gets 3/6 with 21.
We had 20y.o. players before with 3/6, and I guess devs pushed that age limit up, and now you can't find 20y.o. with 3/6.

As Pops says it's not 19. While in theory you can have 2 years at any given C/L, guys who are 4/6 at 17 get 4 years at that level before dropping so as he said 21. Likewise guys who are 6/6 at 15 but drop at 16 to 5/6 get 4 years at 5/6 and won't be 4/6 until 20.
