secondary: Pass and Tec,
defender
primary: def
secondary: Pass and Tec and Agg (why tec because to much diff between tech and agg gets many penalties)
tertiary: sho (only when the quality is good enough)
winger:
Primary: Att
Secondary: Sho, Tec, Agg
center:
primary: att
secondary: Sho, Pass, Tec

About defenders I don't agree with you
Defenders need that technique only during Penalty killing when they need to play one on one.

i do not agree with you! what if a player because of lesser technique gets every match 1-2 penalties so every match 2-4 min with 4 man on ice so more changes for the other team to score!
I haven't got such players
But I have difference between technique and aggressiveness about 10-15 and they don't penalised so much. Prev season in 10 matches only 2 mins. I think it's normal

My logic, tec is more important than agr for goalie because tec is mentioned before agr in the guide.
Two secondary attributes doesn't mean that they have to be equal. Maybe for some players equal secondary attributes are good. It's not wrong to train different skilled players.

Tec is important for defenders, i had one defender who had 50 agr en 20 tec. he had a lot of penaltys and was one of the players who gotted the most penaltys in the league. then i went on training his tec to 50 and he almsot had none penaltys. so tec is quite important for Defenders!
I think, penalties are more random than tech-agr ratio
In my team, player with most PIMs has tech-agr - 20-46 and he has 10 PIMs in 9 games, player with worst ratio 9-40 has only 4 PIMs in 9 games...

Tech is not important just to minimize PIMs.
Players with good tech are better shooters and better defensmen.
I train defensmen in 1/0.6/0.6/0.6 with 0.6 shooting and centers/wingers with tech at 0.7 from main skill.

And one more thing... If you have such players with 0.5 (from main) tech, try to play defensive and you'll see that your team perform well. (see my last game)
