I think vlady confirmed here on forums that they can not.
Well I am asking because I've seen 20 y.o. players with 3/6 before in hockey, and haven't seen that Vlady's statement here. Even in that table which Croatian managers did, it stands that you have 15% chances to get such drop.
Seems that it was changed rule in the meantime, so I would like Vlady to confirm that if possible.

theoretically it can be 3/6 from 19yo, wright?
but i doubt that system allows it

It can't. We have never seen 19yo. player with 3/6.
just because nobody saw it, don't necessarily means that it is not posible
but I sad just in theory, not practice

that it can not drop in sequence two years(seasons), so if he is born with 5/6 15yo, and drops in 17y to 4/6 than why can't he drop to 3/6 when he celebrates 19th birthday?
I've noticed that too. I think if you hit 4/6 at 17 they cut you a break for the next two seasons
.

And - Is probability for player that droped to 4/6 with 17 years to drop to 3/6 at 21 - same as for player that droped to 4/6 with 19 ?
How is it possible that players who had a red card in their first league match are able to play today in the competition?
because he didn't get direct red card. probably 2 yellow.
