I guess (and it was announced) that if you train a B-Skill really way above the 'perfect' ratio than you will be 'punished'. But that is a strange word, you will probably just not get a rating improvement beyond a certain limit.
Anyway, I think it will not be an issue if you for example train 80% instead of 70% (if 70% would be perfect). So as long as one trains reasonably it will be imho ok.

I agree, there is a "range" where attributes are ok. It's only the extreme players (for example, those with their primary 80% of the entire OR) who are negatively affected by PPM.
Of course scouting goes with comparing hand in hand. But totally on smaller scale.
I'm kidding though, if I'm going to scout your players, I'll do it when PPM makes perfect ratio different than actual.

What day is the rating correct? Same players as gone from 18monday-16tuseday and 18 again wednesday.
Yesterday is correct. Small changes were made this morning, but they should not be noticeable. Just a minor tweak. I promise those are the last changes for this season 
So wednesday is correct but the most correct ones are tonights league games?
Can a player get drop to 3/6 with age of 20 ?

At 15 he can be 5/6 at 17 can drop to 4/6 at 19 can drop to 3/6 at 21 can drop to 2/6.

Just go to the market and set your search to the age and CL that you are wondering about.
