I don't know the correct numbers. All I remember is that Stan777 wrote on the forums once about CL influence. I goes like this:
6/6 100%
5/6 90%
4/6 80%
3/6 60%
2/6 40%
1/6 20%
But I really don't know how accurate these numbers are. The age could be another 5% drop with each year.

I've seen some people arguing that only CL had an influence on training, not age...
If a 15 old player got 6.0 CL and a 16 player got 5,8 CL both CLs would be shown as 6/6 for both players. But the younger player would train better. If they use a similar system with small CL drops of 0,1 or 0,2 points you are probably right. But I don't know how they calculate it.
I got Training facility at level 10 and 16 yo players train their 99Q attributes at around 0.95-1pt a day depending on their current energy...got some other figures if you what with other players at different Age, LC, Q? ^^

. Is that the same thing? Any chance we can merge those two things into an "Universal PPMator" or something?

From what I remember it was a project to evaluate how much a player is really worth. Not only a player's three main attributes were included but also the other like defense for forwards and passing for wingers. I've seen screenshots of excel sheets somewhere, but it must have been done by season one or two. I've no idea who was in charge of that project.
I remember there was an interesting table showing a player performance going up and down depending on what his defensive attribute was. They drew a curve through those performance ratings in the graph and the result was a sinus curve. Quite interesting stuff.
