it works now exactly as in real life hockey. as soon as the winner is decided, there are no more shots taken
So, if team 1 misses then team 2 scores, that's it?
Or, is it like the NHL where if team 1 misses and team 2 scores, team 1 then shoots again, and so on, until 3 shots are taken or until one team is unable to tie the goals from 3 shots.

if team A is leading after 2 rounds, and team B misses on 3rd attempt, team A has won, and won't take it's final (third) shootout anymore

I dont know how much clearer I can say this. EXACTLY AS IN REAL LIFE HOCKEY (NHL, IIHF = real life hockey)

Re: counter-tactics. I think they should have an affect, assuming your team is designed to use them. ie. If you have a very defensively heavy team, with solid defensive forwards, then the defensive counter-tactic should work GREAT. But, only because your team is designed around it.
If I got it right, by reducing tactic influence matches will be decided mostly through teams strength.
If that means they should also reduce silly results - ok.

It would be pity though if tactic is the main reason for random.

tactic plays it part in the "stranger" results I think, but that's not the only factor as u just said
