should I just tank this year and worry about building my arena and Facilities? Right the now the league I am in I have no chance of finishing anything but 16 or below
You are a new team. You're screwed, but only for now. Come 11 manager experience you can turn to the market and make that 38 team strength in the 70s quite quickly and for cheap. That will put you in the top-10. From there a good management strategy will help you make the top-4 in a season or two. My friend Godot did just that in hockey. Div4 to div3 to div2 in his first two seasons of hockey. You can do it, just be smart on the market and in general.
The market will be your friend, thats how I built my team, just buy cheap players, the quality and age don't matter at all. you will replace them. just look in to what type of training ratios you want them to have.

Did PPM not do the DST? I always used to log in at 12 EST, and games would be started. Now they start at 1, which isn't my lunch break. 
Europe switches March 30/31 somewhere in there. There is always a 1-2 week delay between here and there.

In the case of a free agent's manager meeting contract demands before the deadline, is the bidding team's money freed up at decision time or does it remain tied up until the new contract is awarded?
Used to be tied up, I believe it is now freed but I do not know for sure.

Is there a way to delete players out of the scouting queue? Accidentally set one up that I don't want to scout.
Not that I know of. Suggested that already.
