you could report it in same way like players (with clicking on the question mark at the end of the row in the transfers list of the team). another way to report it is to send the link to staff to me (or another GM).
There should be a MAJOR penalty if you don't have:
a) At least 1 fwd
b) At least 3 mid
c) At least 3 def
d) someone out wide on each side

yap, that's right, if they would try to simulate this game 100 times, in 99 of them you would win 
I would have expected AT BEST a 0-0 draw given their largely defensive formation...
