wrong. FIFA rules don't state that you have to field a full team. You must have at least 8 players IIRC.
From the FIFA rulebook:
A match is played by two teams, each consisting of not more than eleven players, one of whom is the goalkeeper. A match may not start if either team consists of fewer than seven players.

Also for interest sake, the rules state that up to 6 subs are often used.

there you go. I am not sure why we set the bar at 8.
6 subs are allowed here as well in friendlies

when you look at players on the market their average quality is shown and their quality for each skill is shown as well. These usually differ quite a lot. My question is which to believe? The average quality or the quality for each skill? Or neither, because both are indications made by your staff?
Neither, if you want to be sure, you have to scout players even on the market.

Neither and both, yes they are indications made by your staff. But when you get your HR department to some decent level and have decent managers you can count on +- 10% differenc in both average Q and individual Q ( usually lower
).

Well if they had been based like all first placed teams was in seperate gruops facing 1 team from place 2nd, one from 3rd and one from 4th then the positions would be very important, meaning it would be more worth to waste energy.
I guess you missed the news before the start of this season.
My bad, i was referring to league games. If FIFA allow more than 3 subs, why does PPM limit it to 3 in league matches?
Forgot to include... not that i'm complaining, because i think 3 is good and requires strategy to balance energy loss.
to my knowledge, 3 is the max in most official competitions
3 is what most major tournaments use, correct, but as per the FIFA rules, they can have more than that.
Personally I do like 3
