There were 4 fouls for home team and 5 fouls for away team in live match.

That's because live commentator doesn't tell you all. It kind of tells you only the most important actions in the match.
Do you mean like number of shots in hockey? They don't all come with a comment, but the number of shots in live coverage is always accurate. I think number of fouls in soccer live coverage should be accurate also.
It's different in soccer. Like free kicks. Live includes only those free kicks which are taken from so called dangerous places, where you can score a goal. Report is showing all, including those fast taken free kicks which will happen far away from goal.
I just believe that what you see about the fouls in the match engine is the right numbers of fouls getting by both teams. In a match report you see different number of fouls - I assume that they just add them randomly so that in the end they will have average number of fouls that represent real life average numbers from EPL (which statistics are used in the PPM)
In live broadcast stats you see only fouls that are given when, players directly pass/shoot on goal and fouls from witch you got a card.

Speaking of free kicks, report doesn't show them all, as every foul should be a free kick for opposing team. In fact, report shows the same number of free kicks as live and this numbers are much lower than number of fouls for opposing team.
in live not all stats are properly calculated. we know about this issue.
free kicks count into stats in match report only if they are taken from a position from which you can score. Not necessarily by a direct shot on goal though.
as you know most free kicks in soccer are taken quickly and do not present a danger for the other team. but if they are in a dangerous position, there is a delay, the other team builds a wall etc. That's what counts into the free kick count.

They're not the same player, one is RM the other LM. You can see this by clicking on them, they have different IDs.
