Will you still be able to finish Canada as well?
The most important players are the ones in the lineup and the players with the highest OR (there might be a few high OR players with good chemistry that are not playing exhibitions). Even if you couldn't cover the entire rosters, it would be enough to have those players from Canada and Russia.

I am scouting one currently for russia and getting what I can out of it. another guy is scouting russia also to try and help me get most if not all completed

I might have picked up 2 players in the market that could be useful.. I found a 150 goalie 17 year old and 121 goal with a 110 shot and 53 offense that can be built up and is also 17
Generally, 18 year olds that are good enough for the U18 team need to have at least 800 OR and 80 AVQ as of the start of the season. In deeper positions, often with the center depth, 900 OR sometimes isn't good enough to make the team. The really good players already have around 1,000 OR at the start of the season as 18 year olds.
In addition, the level of a team's facilities affects how much a player can improve. A player with average qualities (~80 AVQ) on a team with a level 15 training facility and 200 OR coaches might train ~200 OR per season. With a level 10 facility, it might be closer to ~100 OR per season. I have to keep in mind how a player will improve over the course of the season since the World Championships (at least for hockey) take place at the end of the season. It's also important for identifying players that will continue to improve enough to be effective for the U20 and senior teams.
With all of that said, it's very unlikely that you'll have a player that can make the national teams until you have better facilities. It's unfortunate that it's difficult for newer managers to have players on the national teams, but that's the result of the current system.

I probably could have been 5 seasons faster if I had focused more on building my arena and HR facility earlier and faster.

do you have any requests for scouting USA players for the national teams?
Thanks for asking - I will have a list, but I will need to put it together. I am getting into the final league of division II for 16-17 year olds. I might be able to cover all 16-17 year olds on my own. Otherwise, I'll put together a list including the top 15 year olds. I'll try to post it sometime this week if not tonight.
Btw how is the U 18 team shaping up to play vs the other u18 teams of other countries at this WC?
