Yeah, unfortunately, apparently THE deciding factor in All-Stars is if there was a decent performance turned out against similarly-skilled or superior competition. Since in lower-levels, superior teams nearly always win, this leaves similar teams. Unfortunately, there are a good amount of no-name teams and they are all virtually identical. Therefore, any good performance by one of their players is viewed as superior to yours. So if you're the first place team and you blast noname 18-1, and get a guy to score 5 goals and dish 3 assists, yet the 16th and 17th place teams as nonames square off with a player recording 3 goals in a 5-2 win, guess who gets on the AS?
It likely works out fairly well in division I, since the teams are all so good that if any one player actually gets it, he probably deserved it (or at least it isn't so blatant). It was probably also done to prevent teams from being rewarded for piling on goals.
That's what I think also. In Div 1 we don't see it as such an issue, but that's because there are less noname teams and more teams of even strength.

It's not the goalie 's fault. You've been hit by holy random result, and goalie had to have this kind of percentage.

and i would accept that Popaji...except my number 2 goalie has the same problem (for two seasons plus this partial one) his current numbers are (but the ratio has roughly been the same for 2 seasons):

since it isn't likely to be a random event for over two seasons, and everyone says it's not a bug, then it must be something i am not managing right. anyone have any ideas?

Perhaps you need to look at your defense. If your defense is leaving him hanging out to dry, even the best goalie will get beat a ton.
Look at it this way - if you loose a game goalie will have bad percent of saves, right ? Right.
So we just need to find the cause of your defeats.
Sometimes you were weaker team, sometime you missed tactic, and sometimes you got "less probable result" even if you shouldn't have.
Your goalies are ok, they could be a bit stronger for your league and your lines, but it's ok this what you have.
When it comes to goalkeeping it's desirable to train plain and simple 2-1-1. It's proved many times as a right choice.

They do have the exp and chem. like DarkAddication says you may be playing to offense with your defense so that when you have turnovers your Goalie is hung out to dry. At the begin of this season I played a Goalie with fair Chem but low EXP so when I played Offense tactic he got killed because my D was young and when they gaveup the puck the odd man rushs got him.
I've had particular issues with results lately. My 100+ OTS goalies are getting scored on 15-20+% of the time by teams with <40 OTS shooting. I hit tactics, and get a mere 11 shots. Can't blame my goalie every day, but something is up with my team. Perhaps it's time to wait until transfer fee is back to 5% then sell my team.
that's the problem Popaji...even when the team wins, the goalie has like an 87-88% save rate. my last 4 losses i understand...outclassed and out done on tactics. but...
21% power play, 81% penalty kill (in line with league leaders)
making 1 less shot per game than the league leader, and facing 4 shots less per game.
on paper my defense is better than my offense.
which leaves me back to wondering what's up with ALL of my goalies, not just one.

Your attack scores to little goals - you are between 12th and 16th place. That's low. You are in the middle of the table with conceived goals. That's no good either. You don't have many shoot on target, and have many shots on your own goal, so all that blends well in goalkeeper saving rate because they are all low. Problem is that you are better placed in the table than in statistics.
It's just how the engine puts things together. There is no obvious reason.
