You can only be sure of qualities of players/staff that you have scouted... before they are scouted, the qualities you see are just the best guess of your human resources department.

until the player is fully scouted, the Q numbers will change from time to time. unscouted is an estimate. the estimate is a function of the scouting percentage (i.e. ability to estimate) of your managers. basically that means at the time of purchase, your managers estimated he was 99. however, today, their estimate changed.
