You can only be sure of qualities of players/staff that you have scouted... before they are scouted, the qualities you see are just the best guess of your human resources department.
unless you have scouted him - the qualities are just guesses. Thus they keep changing each two weeks.

until the player is fully scouted, the Q numbers will change from time to time. unscouted is an estimate. the estimate is a function of the scouting percentage (i.e. ability to estimate) of your managers. basically that means at the time of purchase, your managers estimated he was 99. however, today, their estimate changed.

Nobody knows, believe me My theory: you have 38 players now=chance get injury on good player si cca 40%. If you buy 20 players, you will have 58 players=chance get injury on good player is just 30% now.
