PPM overproduces staff members. You only need 14, and over say a 7 season-career, you may be offered 10 times that many staff members. So you can be picky, and every other team can be picky. Which means that there can be a lot of discarded staff members.
Salaries of staff members really accelerate. You can easily train staff members so that you can't afford to keep them. So the market for staff members has collapsed, and you can probably buy them cheaper than educating them.
BUT BE VERY CAREFUL. Salaries go sky high on staff members. And they get new contracts every 16 weeks. So you could buy a staff member and have his salary triple in a few days. So buy staff members with lots of time remaining on their contract (closer to 112 days than 0 days). You get more time at their current salary, and there hasn't been much time to have trained them to a higher salary level.
It might be totally feasible buy affordable staff, and simply shut off their training completely. And then you don't need much of an education facility.
Staff members are paid independently for their two skills, so someone who is 40+40 will have a lot lower salary than someone who is 50+30. You will pay a lot more for the 50 skill than you save for the 30 skill. And if you aren't training them, their Q doesn't matter much.

As we are getting ready to roll forward into another season (my first rollover), this will be my first time hiring a new sponsor. I will finish in either 3rd (likely) or 4th place. My HR/Economic is built to Level 4. What should I expect to sign my sponsors for next season? I dont want to jump at the first offer, but I don't want to pass on a good one also. Any suggestions or guidelines? Thanks.
I agree. You almost always get a 4 star at least eventually, but on the other hand you don't want to pass up a 4 star if offered.
You will be given 3 different offers on 3 consecutive days for both your general sponsor and media sponsor. If you don't accept any of these offers you will atuomagically be assigned a sponsorship deal on the 4th day. So technically it's 4, you just can't say no to the last one.
