Ah, so if his normal DEF rating is 100 and his energy is "41/41" I(thanks Ciutiku) his effective rating will be 41. Makes sense...no wonder my 1st line defense sucked...
Wow, did THAT cause some upheaval in my lineups! A guy I was literally considering letting go yesterday just cracked in.
My team is averaging 6 penalties a game. Is there any way to bring down the amount of penalties my team gets?
Train technique.
It's a secondary skill for forwards, so you should be training it at the same rate as the other secondaries. For dmen, it isn't listed as a secondary, but most people like to have Tech a few points higher than aggression. That'll cut down on penalties quite a bit.

Anybody who's spent time on the market have a good recommendation for how high qualities should be to post scouted values in chat? Trying to decide if 83-85-74 is good enough to let everyone know or not quite good enough, and will turn the big bidders off.
I'm new here. Building from scratch, what is the most important staff member to hire? I'm thinking a quality manager, cause he would influence the future applicants and also future sponsorships.
Before answering your question, I would like to point some things out:
1) Staff Salaries are daily salaries (as are player salaries) and are almost always higher than player salaries.
2) Staff members become more effective as you increase your facilities. This also means that while your facilities are low level, you won't get a lot of impact from staff members. Also, you won't notice much difference between having a cheap staff member and a 100,000 a day staff member with low facilities.
3) Salaries are tied to attribute levels at the time of the staff member's contract signing. Staff members with balanced attributes (i.e. 20/20) will have lower salaries with unbalanced attributes (i.e. 10/30).
With that said, towards the end of the season a lot of teams add managers. In fact, I'll be looking to add another manager myself. Overall, I'd say to concentrate on the Big4 facilities (as they're known around here): TF, RF, SA and HR and their associated staff members.
I can not overemphasize that purchasing staff members with high attributes (and thus high salaries) will not help your team dramatically and can cause you to go bankrupt even if you buy them for 10,000 off the market.

To add to what Obryantj has said your facilities have to be above 10 or so for Good staff to help much. In the past in PP Magazine area there is and article that talks about what effect that staff have on helping facilities.
Thanks guys for your help. So the simple answer is until the facilities are above 10 then staff won't have much impact. Thanks that could save me a lot of money!
