Bad penalty shooters.
IMO, penalty kicks are lottery. He just held long enough to get there. He played on very high and ultra defensive .. somehow it payed off for him. It wasn't bad luck, it was more of a bad day for your team. Stranger results happened before.
Your total rating is 58, his total rating is 50. Are you saying that when your team is +8 over someone, your chance to win should be 100%?

You really need to check out the difference between chance and random. This certainly is no random game. But of course it's a game of chances (as every manager computer game must be).
Please define "random game"
