sure. I believe this problem was solved for good a couple of seasons ago.

Maybe stupid question but i still have not realized what is Scouting efficiency and what should it do?

Two meanings for Scout. Eff:
1) Faster observation on real qualities of players and staff
2) More accurate snap-shot observations of players and staff on the market.

first is determined with - Scouting progress per day
second does not changes with best menagers or no managers at all

First = exactly.
Second = I am not sure that if you change the emplyees you have an immediate change on the accuracy.

the estimates are updated once every week or every other week.
So biggest sponsorincome for any team seems to be at about 50M/week.. competetion in PPM soccer in an international perspective is over I guess?
