I would suspect so long as you have the following you are okay:
3-5 Defenders
3-5 Midfielders
1-3 Forwards
Thus I suspect you'd be penalized for having 4 forwards.

the minimun is a scan 9x9 to see DEF,ATK,MID and LFT,CEN,RGT if dont have players in all the scans....certainly it will be a bizarre tatic......but its just a start.....we can be more specific
That would force people to play a 4-3-3 or a 3-4-3 then since you'd need 3 forwards essentially making the default formation penalized. I don't think that's the case at all.

Agreed. All you'd need is what I said earlier, and then at least one player in each column (left, middle, right) in addition to 3-5 D, 3-5 M and 1-3 F.
