It is literally designed so that new managers cannot get the same amount. You have to work your way up to get more. Its based off of these factors.

Also it matters WHICH league you were in for that ranking too, so notice all these guys getting more than 7 mil, almost every one of them is in I.1

ummm does the new guy get the same pay as a guy thats been at the company for 30 years?

Actually Ketch this was changed after season 1. It is the reguler season finish that effects the sponsor offer. OTR and HR levels matter and manager marketing also contributes.
Fot TV the arena is a factor. Anything upgrading doesn't count as others have noted.
Here's a comparisom for you with nuck's and myself.
Nucks has about 30 extra points of OTR and 1 level more HR plus 30% contribution to HR from managers. I have 27% contribution I think so 3% less. We both finished 1st in division II. He went alot farther in the nat cup also.

So nucks offer about 9 mil more than mine. About right with a 3 star rating. The question he has is how much more is a 4 or 5 worth and does he see either?
A couple last points. Going back to BETA I've seen time and again folks get greeedy and get hammered on the last offer. I got a 1 star deal once with no option to try again. You really have to ask your self whether the small difference between 4 and 5 stars is worth the risk. Also how does the offer work within your budget. ie does the money effectively raise the level of facilities through upgrading during the up coming season.
As an example you can basically move a facility from level 7 to level 9 and start 10 but that's it on time. All the money in the world won't change that.

Yeah at this point I'm willing to take a 3/4/5 star deal since all my deals have been 1/2 stars so far.
Well, the new guy CAN get as much as someone who has been here for way longer.
I am getting about 4.6 with both offers together, and some guys who have been in my league for twice as long are getting 2.5.
But yeah, a new team can't get as much as the higher leagues.

The television rights for the upcoming season are negotiated at the end of each season. The club will get three offers on three consecutive days. If you accept the first offer, the club will not receive further offers. If you do not accept any of the three offers, the owners will sign a TV rights deal with a new TV company on the following day even without your approval. The sum offered by the TV company will be divided into regular weekly payments, which will be transfered to the club's account each Wednesday. To help you make a decision, the human resources and economic department will give their recommendation on each offer. The amount of money you get from the TV company is influenced mainly by: the final ranking in the recently ended season, the overall team rating, the level of the human resources and economic department and the capacity of the arena. Warning! The offers from TV companies reflect only the current arena capacity. The sectors under construction are not taken into account. The first offer arrives on the last Thursday of the season which is day 109 of the season.
Taking part or qualifying for an international cup competition will also draw better offers from TV companies. The quality of the offer is also influenced by the level of your league.
