obviously your teams just outside the playoffs dont really want to make it into them then. Why would they keep playing on vlow?
If you really want people to be attracted to this game, you really have to stop putting new players into higher division leagues. Getting stomped 20-0 is not fun. Leave the team as something other than NoName until it drops to a low enough level. There is no way a 10-12 team strength team can be anything other than a disaster with 30+ team strength competitions.

They do this. But while there may be IV.8 there may not be an IV.9 thus III.3 through III.16 have no lower branch to relegate to and are consider a lowest league level.

Let them stay as crossed teams. Players on the team get released into the market when contract expires unless below a certain OR where they just retire. Keep team to minimum size by generating new players at the lowest level (like a new team). Once the team reaches a low enough level, turn into a standard NoName that can have new users take over.

As for sparsely populated lower level leagues, perhaps you can merge them together at season end but ensuring that teams in the same division stick together so natural rivalries can develop.

They don't do this. We had two teams added to Div II. One logon a piece. Those owners are likely lost forever. See my above post. Its better to create new lower level leagues than place teams anywhere other than the lowest level unless the team strengths of the teams will give them a chance to compete.
Interesting. It was my understanding that they weren't doing this... hence why there became inactive teams (teams that are defunct and play out a season until relegated to the lowest level and becoming noname teams)
Two managerless teams were demoted to II.1, now those teams are leagueless. They should have remained in II.1 instead of being replaced by new teams.
Those managerless teams with random lineups and normal tactics and normal effort would most like not do well, but those teams can have thier points set to 0 at playoff seeding time to ensure that they are relegated.

I know that managerless teams become NoNames once they reach the bottom two levels, but I seriously believe this should be changed to the bottom level. Or be based on the average team strength of the division. We know teams get created around team strength 10-12. So the team should keep being demoted until its in the lowest level, or a league that has an average team strength less than 20 (22 would also be acceptable).
This is probably not an issue for countries with lots of depth. But for a country like the USA which only has 3 incomplete levels this becomes a huge issue.
