Suggestion on preventing sandbagging in leagues: Cap attendance and OTR based on league level. Only leave Div I uncapped. If you cap the revenue stream in the lower levels people will have to move up or they will not be able to afford the contracts of their players and staff.
This would also make it hard for lower level teams to resign star players (that in real life would never play for a lower level team).

I like this. Another option is a much more dramatic scaling of OTR based on league level:
D1: 5 OTR/win
D2: 3.5 OTR
D3: 2.5 OTR
D4: 2.0 OTR
Something like that where the best gain is D1 and as you go down the ladder the gain is less but the drop is less too.

two great ideas. In Romania we have a big problem with managers that do not want to go on the first league but still getting a lot of monez based on OTR. It is not right cause the managers that are in the first league are getting even 50 mills less wich is more then weird.

No, there is some kind of fan club cap (+1000 than average fan club size). Size of fan club have influence on weekly money from sponsors. So it is somehow connected with OTR idea.
How does fan club influence money? I think that's a load of crap. It's just a way of keep track of your friends.

How about we make the OTR-gain dependent on the Team OTR at the beginning of the season instead.
400 OTR points at the beginning of the season:
-> you get 3 points for every win in the new season
300 OTR points at the beginning of the season:
-> you get 4,5 points for every win
200 OTR points at the beginning of the season:
-> 6 points per win
You can become rich if you have a great season, but once you are rich it becomes more difficult to stay rich because you cannot collect a big amount of OTR points two times in a row no matter what league you play.

At this point we have something opposite of real-life. HOWEVER, it will make the game much more competitive. It will in the end hinder the really strong teams.
I would rather prefer an Entry Draft and Salary Sap instead. But it's very difficult to implement. To make OTR- gain dependent on the team's previous success is a compensation for weaker teams, not that much different from the idea of an entry draft in real life, isn't it?
