can you explain this a little bit more? i'm confused
You can accept or reject players from the SA. If you don't accept them... don't reject them. This way when the HR re-evaluates all players that aren't scouted on Mondays you will get another estimate of their Qs. The next time a pull comes around, they'll be rejected automatically when you view the new pulls. So there is no harm letting them sit.
Lots of Average. 5/6 CL mid 200s OR 3.5 star D and a 6/6 CL mid 200s OR 3 star winger. Only took them since shooting Q isn't shown in stars. I can use another bomb from the point or a sniper. If the winger has bad agr Q that's fine by me hehe

Yup. Every Monday HR re-evaluates unscouted players.
I think I got a pretty good youngs defenseman. Obviously not scouted.

Wow. That is legendary bad luck. Do NOT reject them. Just let them sit there. Your HR will re-eval them on Monday and you'll get a second look at what their stars could be.
Hope he'll be more lucky than me. When I do that, I usually see a .5 or 1 star decrease
