This is a structural issue - ie: the number for teams in a country, not a money issue. Reduce the up and down to 2 teams. The money problem will not go away (people will just complain that I.1 teams make sooooo much more money than II teams, that there is no way for II teams to catch up - and so on...)

I've just noticed, but the goaltending in this league is incredible. Has been over the past few seasons. Wow.
one exception, my warriors.. decided to use my 3rd string since he will eventually eclipse my other 2 in a season or two.
ya goaltending is the low point for your team
What are you basing that on? I'm not doubting you. I just don't feel my goaltending is particularly strong. Perhaps I should quickly look at the top 5 goalie strengths or OR's from the various rung II leagues.
I'm just basing that on actual stats, not the builds of goalies, or overall OR's. Seems unusually high, even for this early in the season, even with the usual 5+ GFPG teams.
Allan Da Mann back from season 1. I dunno my backup is starting to creep up on him but there is a huge gap in exp that you just cant beat in this game.

Your goalie just had a REALLY bad game. you could consider setting your tactics to switching goalies if ones save% gets too low
