As a pro pack owner all you need to do is go to the training progress on the player page and you'll be able to see each players' growth.
I wish my budget had room for Pro-Pack. I had it before. And, I miss it now.
Is the second draft any better then the first. I got the best player in my draft.....a 172 OR

The OR for new players, for sports academy pulls and draft picks, is largely determined by the level of your sports academy and the youth training for your sports managers. If you could upgrade your sports academy two levels before you add your draft picks to your team, it would help, though you will most likely get another relatively low OR player at this point, even if you get an A+ (though the A+ should get ~40 more OR relative to a B based on what I've seen on the market).
So what would be a A+ in OR....280,290
At level 5, you would probably be lucky to get 240.
You can catch up over time though since it is so expensive to upgrade facilities at the higher levels and people will start to focus more on their arenas.

So the better your sports academy the better players for you or the whole draft. What would be the OR around what you would get. Don't know now if I'll attend the draft.
Remember, it isn't just abou5t the sports facility. In my early days, I had a fantastic player come to the team. AVQ 76. Great potential as an SF. But, I never got him past about 40 on any skill because my training facility was so low when he arrived. You can get some decent money for high AVQ players if you sell them, but sooner or later you have to train them, too.

There is one player on the market at this moment that is 15 with 260- OR that has a bid for more than 100,000, and that player has a bid of 110,000 with 87 unscouted avq and 227 OR.
The player probably won't sell for much unless the player has great qualities, and a 3 star player will most likely have qualities around 70. With that said, maybe you could train the player to 300 OR and sell the player as a 16 year old late in the season.
The one problem is that if you sell more than 3 players in basketball, you start to get a 5% penalty for each additional player that you sell, so selling a player like that could cost you a lot of money, or at least time, if you have any really valuable player you want to sell within 70 days of selling that player.

In the last draft, I got a C-rated player with 310 OR. He is definitely a C since all his qualities are in the 50's except for 2 that are good.

Also, if you eventually upgrade your sports academy to a level significantly above the competition in your division, you should be able to scout a larger portion of the players in the draft, giving you a better chance to draft higher rated players (while the other teams have a smaller chance and might be inactive). Even now, if the other teams aren't very active for the draft, you at least have a better chance to draft good players if there are any in the draft (though having a better HRE facility helps to scout more accurately).

Before the last draft, for the first 7 days of scouting, I only found D's(3 per day)! That was an amazing streak. Seems like my HR department is planning on beating that record again.

A better SA will generally provide you with higher OR players, but not necessarily better players, meaning they could still have a rather low quality. To maximize your odds you would need a good sports manager in conjunction.
In other words, say you have a 10 star SA and pull a 290or player with a lousy 55% quality. At that point you need to determine what position is this player meant for, are his attributes strong in those positional requirements? If not, time to decide is he worth trying to sell and losing one of your 3 allowed sales for the season or let him ride the bench cheap and hope he's lucky enough to get injured frequently.You're better off having a cheap player on your team that is injury prone than losing one of your key players to injury. Or simply dump him and wait til the following week for another chance.
