Yes..understand this. Josh34 question was when we can call this "18 players" in your case. So after last friendly is this moment until 1. match on WC. After first match we can`t unselect selected players. But we can add player during WC.

groups will be drawn on 100th day of season so in the 15th week,
the pots for draw will be divided by international ranking to the day of draw
there will be 8 groups for 4 teams
2 teams from each group advance to playoff
