Every one is different, but I would keep tech pretty close to aggression.

I got my sponsoroffer at 0500, my Personel&economi/administration facility got upgraded to lvl9 at 0530, does this mean my sponsoroffer is based on lvl8?
Got a 5* offer but if its based on lvl8 then maybe a 2* lvl9 is better? What do you ppl know ?

I wouldn't risk it - I upgraded heavily this season and had a good OR boost and didn't see a overly large increase. I'd rather have the 5* bonus than risk a lower ammount on a higher HR.
I haven't seen any effect of having higher passing for wingers. My leaders in assists have always been in the lower half of my players in passing attribute. My 2 wingers with high passing didn't end up in the top 50% of assists.
I go one of 2 ways on passing for wingers:
If shooting is harder to upgrade than passing (like 30 points, for example) then I usually concentrate on passing for that winger. But I also make sure there is a good shooter on the same line, so someone can put it home.
Tech=Aggr. A difference of 10 sees a lot of penalties.

I don't train passing for wingers. I think, effect is 0

When watching a game, what are the percentage numbers next to each team representations of?
Both the large and small represent possession? And is that possession in time played or probability of possessing the puck for the remainder of the game?
I think one is possession in the game. The other is last 5min or something.

Key word there was "think"... just for the record 
the small one is definitely for the game. The other one is "current" - whatever that means 
Perhaps "current" refers to the odds of the next play being started with your team in possession.
