What influences goalie strentgh? (Match report)

What is exactly the minimal level of academy (+sportdirectors) that will allow me to pick 4 times at the draft? According to the guide I can expect from 2 to 4 young players from my 9th level academy per week - I really get 3 prospects weekly (and also have 3 draft selections). But one manager from our league (also with 9th level academy) has 4 selections. Yes, his sportdirectors are good while mine are poor. But some other managers from our league with 10th and 11th level academy also have only 3 picks (some of them have good sportdirectors, so it seems confusing for me that it is not enough to pick 4 players).
How can I calculate sportdirectors' attributes required to have 4 selections with certain level of academy? Is only the first attribute (Youth training) important in this case?
