It would have to be the same for everyone. But I'm not really talking about a salary cap per se. I would change the way OTR is used to determine sponsors. Make the first 3-400 OTR be worth a lot more than OTR above 5-6-700.
And I would take more OTR away from teams at the top of the table. That could in essence limit sponsors if done harshly enough. Say a 50% drop in OTR if you finish in first. Assuming a max OTR gain per season is around 300, OTR would max out around 600.

*Remove the limit on the market fees. Why stop it at 50%? To increase daytrading? wtf? I'd keep raising it, even past 100% if necessary. The more players you sell, the faster the penalty rises.
*Fix your player salaries. Whether that's an increase across the board or something similar to what Leggmann suggested (top 5% getting massive salary increases), I don't care. Both are probably needed.

In an economic system like PPM, there's just no chance that implementing salary cap would be a good thing. You can't just go and say to a top manager that "you can't spend more money on players because it's not fair for other managers. We're very sorry if you've got 3000M on your club's account and all your facilities and arena maxed out. If there's no place you can spend your money, please have fun and keep following your bank account"
Also you can't take a bigger % of OTR out from the top teams because it would be ridiculous that you have to pay tax just because you've got a good team and you know how to manage it. Also that wouldn't motivate other managers to get better and better.

Having a transfer fee of 50% requires selling 33 players during a season. Not many teams sells that many and even if they do, the ones with 50% fee aren't profitable anyway so increasing the limit wouldn't help at all.
There's no problem with how the market is working. The problem is that the biggest teams have much better sponsors than other teams in their leagues and having that 20 NT players and 20 NT youngsters costs absolutely nothing. The salary problem has now got 13 seasons to make an effect which has lead to the big differences. I think the signing fee paid for every RFA player is gonna help out with the problem in future but that does not remove the difference we already have.

yes, salary cap for a team is imposible but salary cap for a called up lineup could work. best teams would variety of players to rotate...
The other major problem is that the vast majority of ppm paying pro members are those bigger teams. You limit those teams and those managers will no doubt get frustrated and stop paying. That is a large part of ppm income source. No money equals no ppm.
Also... Sometimes big teams exist regardless of a cap or not. When was the last time you saw Manchester United in the bottom of the ladder? Or the nhl Detroit red wings?

Why don't you just increase NT players daily cost - so there won't be teams with 20 NT players, but with most 3-4? If they have more - let them pay for it.
I don't think it's realistic for some teams to have 30 NT players from 40?!?!?!
Maybe to make it easier for II,III,IV leagues is to make their own cups - some kind of competitions - where they can earn some extra to grow faster.
And tbh, get some 3 or 4th league faster growth, fair competition and they would get pro pack for sure. New teams are just frustrated with difference and normal for them is to stop playing after some time - reality is that now you can't catch top teams - they will always be few millions steps ahead

totally disagree... i bet there is noone with a lot of nts who thinks its cool to have lot of nt players. managers cant be punsihed becouse nt managers choose their players nad how do you gona compare top line forward with far far reserve on nt roster?
This will hurt small countries like Norway, where we only have 8 teams with level 14 training facilities or above. Not that many have the same level on their youth facilities. Why do we have to sell our players because they are the best in our country.

I think everyone with a lot of NT thinks that's cool to have even more NT players

but good players also cost more than those regular - so why to not make their daily costs higher? I don't see a NHL team that has 20 almost whole crew in any NT.
And how do you think PPM crew would keep up this server and make it more fair for new players when those who are sitting in high thrones are not willing to do any compromise?

take a look of Dumbo example about norway... majority of norway players wouldnt fit in NTs like Slovakia or Latvia so why they must pay more for it? better drasticly incrase salaries for superstars etc. if player is superstar then he has exceeled at his team

yes, everybody wants more good players but not everybody wants them to be part of NT. nt bonuss is too less to play major role in player progress so increasing salary for that only is ridiculous
