It happens all the time (for me) ...while others pulls decent or star players every 2 weeks (from my country) ! I can say that from the start of this game until now, I didn't pull any decent player... not even one !
So you think you should get a great player EVERY pull? If so, i think you miss the point of the SA.
Yep, fully understand this. In 4 seasons I have had 1 player from the SA i would call a superstar. Another 3 or 4 maybe would would be what i'd call career good players. So in 4 seasons that's 5 players who came from the SA with great attys and great quals (Qual over 70 ave). There are people who have pulled twice that almost every season.
I don't expect a great player every pull... but for the love of the hockey gods, at least let it be fair.

Never said I want a great player every pull (even if it's sounds good) ... but at least 1 player per season !

I just want one of my four players to have a chance to be over a 1.5 star player at any position. Every player under 170 OR 
I don't mind low OR players if they have very high Quals.

Ok, today I've pulled 3 youths with OR < 170 (with SA lvl 10). One dude, from 3rd division, SA lvl 4, pulled a youth with 192 OR...

A guy with a much weaker SA in my league pulled two players over 215 and my best pull was 170. All guys had horrible quals
SA pulls have nothing to do with divisions, so someone in Div 300 could pull better players than Div 1. That part of the SA system is balanced across the entire game.
The higher level of SA you have, and the better quality staff increase the chance of higher OR players, but in no way guarantee it.

Because apparently, the higher the level of SA, the greater chance of pulling better quality, or more accurately better prepared players.
In other words... to use a word that's thrown around all too often... it allegedly reduced the amount of random and increases the chance of good pulls.
