Has anyone scouted an A or A+ player yet? I've got like 15 or so guys scouted so far, and nothing but B's and C's.
I'm wondering how rare those A and A+ players might be.

It'll also be interesting to see how the ratings coincide with actual qualities. I'm hoping that a "B" player will be high 70s to low 80s AQ, and that A's would be high 80s and A+'s would be 90s.

Hahaha. I had only 2 Bs and several Cs and Ds before today. Now I have about half and half Bs and Cs.

No, simply an issue with what the potential people saw was. There is no impact on league level. There will be an apparent impact because lower league levels have worse scouting and as such it will appear lower levels have worse accuracy.
I've found 1 A and 7 B's. I had 9 B's last night. I hope at least one decent player makes it to the end of the first round. Last night, I had scouted 1 A and 3 B's, though 2 B's changed to C's today. I also went from about 4-6 D's to 1 D.
I like that they included descriptions for the different ratings.
I'm a bit worried that a lot of players are switching back and forth between B and C.

so i guess u are saying that before it wasn't considering my staff and now with the fix they use my current staff?

I want to say "yes, that is true it was a leak and we all saw true ratings" but I know that is not the case. I had an "A" player and now he is a "B". My lvl 15 with 100% scouting efficiency is *PERFECT* scouting so he was a "B" all along. So, I'm not sure what was changed exactly. It likely took staff into account just not properly.

I wouldn't have it any other way. 
probably they regretted not having more levels: A, B, C, D, E. probably not even a bug ...

C= 25 to 49
D= 0 to 24
as you see, A b could be just average player ...

C : 40- 64

in this case A still look like an A, B is at least better than average, c is average
obviously just an example of what an extra level can provide ..
a previous A of 76 would be in B range now.

C - 2-2.5*

Now it is close to the same only:
A+- 5*
