I am still without NC trophy. Anyway, I am playing in CL, not CWC, but is it possible that teams playing CWC got their GS offers without "international cup bonus"? It seems NC has not yet been "concluded" as there is no trophy

Ok, ok. We don't have same chances from the start. Someone from Germany, Slovakia III league will find it much harder to get to I league, comparing Norway, Serbia... we have to bare in mind that fact.
This thing with wages would make things same as before. THe only solution is to pump more money in hockey, because some people would need eternity to build everything and to be competitive in the same time.

Rising from the bottom to the top in online games is always a nightmare, doubt it can be helped. 
The question here is why every country pay same wages, same (insane) money for facilities, but sponsor deals got to be different?
Realism? Might be. Then why a silly Arena Custodian can earn 10 times more money compared to the best players in the world?

Silly Arena Custodian can earn (currently) 5 times more than my best paid player, BUT he can save me some serious money.
Sponsor deals should be different only concerning difficulty of some league, not number of teams/leagues below it.

this is correct. it should be according to the overall otr of the league.
the economic system in ppm is completely against all new teams. the best teams in the world are getting offers with 3 times better than the worst teams from 1. league. this will make the best teams even stronger and the other teams are getting financial problems if they want to close the gap between themselves and the top teams! I propose a dramatic economical change in this system!!
How does one determine difficulty of the league? You can't solely base that on OTR. There are some weaker teams that have strong OTR thanks to promotion.
perhaps base it on average teamstrenght (based on an entire season, so camps and sorts won't have too much of an effect)
