You can, by taking average team strength through one season.
We have strength comparison table, so system could take all average team strengths, and show one for whole league which will then get into account for GS offer.

and what if someone in mid season gets banned, erases his club or goes to noname because of inactivity? As you know - becoming noname lowers overall strength. Why should me, you or someone else because of that get lower contract?
Why do we lose good players from that clubs also, when we could used them for NT ?
sure, I hear ya, such a dropout should ofcourse be left out of such calculation, cause we would have to deal with it
it's just a part of a solution hé, not solely TS should be taken into account

yes, but you cant actually punish someone with lower GS offer because someone became noname or erased his club (whatever reason may be)
sponsors based on TS would also partially resolve the fact of staying in lower leagues, cause most probably they'll get lower sponsors because of it
which right now is NOT the case

We are already punished by those teams now, as I said. And it's not good thing.
As I said, all games from teams should be taken into account, so games when that club was active should also be calculated.

now if someone gets inactive - OK, his thing... yes, it can "punish" NT, but - it is national team. As you know - 75% of managers does not care about NT. They care about their contract and their club, and they would be directly punished by this thing you are proposing.
... also, if we would calculate TS only for matches with active teams, how would you find a solution on example for lower leagues: As we know maybe 80% on newly registered managers comes here, has 1-2 log ins, and goes offline forever. For next 21 day he is as active and not noname.. Half of those managers do not create lines, set training etc. For 21 day (8-10 matches) his overall goes counts for league average and has impact for GS offer some new manager will get at the end of season. Who would control that, program it, solve it etc etc?
It would be interesting thing to see and compare total costs for facilities, stadium, staff and players from top teams, from top leagues compared with own team. also very interesting would be all income, especially sponsor/media, also compared leagues with own team. For me it seems top teams (or let's say older teams) have more difference between income and expenses than newbies. and this is completely wrong because is diables to close the gap between top teams and newbies.
what is newbies ?
Mangers with experience 100, 200, 500 ??
just to be clear

I think that new teams in 5 seasons will have come a long way further then were we (old teams) were after 5 seasons. Just think of how much more you will get for a youth talent now, then in the start. Our OTR started at 0, new teams no can start at 150-250 OTR.
Ok, to be honest I don't know whats big deal if one of 20 clubs becomes inactive. It's not like 5 or more clubs are going to ruin someones GS offer. Tough luck for that league, but that are all small figures.
haha, but I never would start again in this game. never. because it's impossible to close the gap between best teams and a newbies team. not in 50 seasons. never! I gues there is a change needed. a change which makes it easier for newbies to close the gap between their team and the best ones. I guess it takes too much time to build all the facilities because a lot of money is needed. and all this teams do not have this money. their income is not high enough. It's a bad joke that top teams in I. league do have more than double the income of their leaguemates at the end of the ranking.
