When new manager buy himself load of high skilled staff by mistake, and obviously wants to delete team, can he get another brand new club tomorrow ?

Hi all - new user here. I have a couple questions about scouting.
-Is scouting your own players/staff a different process from scouting opposing players/staff?
-Is there a general consensus on the hierarchy of scouting? AKA who's most important to be scouted (your own players, staff, high average quality folks, etc.)?

-it's the same scouting for everything, players&staff enter your list for scouting when you press scout button, and you can manage order of scouting (which one will be first scouted) on scouting page
Do you have a preference who gets scouted first? My perception is that there are four different types of people you could be scouting 1) Your own player 2) An opposing player 3) Your own staff member 4) An opposing staff member, so how do managers choose which ones are important to focus on? And within those groups, you could pick folks that have a high average quality. Any other strategies with scouting?
that's your decision! i have all my own players scouted. a few great players from international top teams and i am always scouting players from market what is probably too early for you, because your scouting progress is not quick enough yet.
scouting only gives you info about real Q of a player. but you can't "buy" anything with it... so it is probably not that important at the beginning...

Only thing that determines who will be first in line for scouting, is who you click on first. There is no such thing as priorities that are influenced by ownership or by role that scouted person has in your team. You can change scouting priority on scouting page, clicking on arrows up and down, which player will be first for scouting and which should go last.
I usually scout my players first, and always start from best ones. That's because players are more important and more valuable (by PPM currency). Also it's important to know as soon as you can, what real qualities your players have, so you can train them for position that they have natural talent.
Staff aren't so important to scout, and you must watch not to buy any highly trained staff which have salaries like 60.000 per day, at least not until you build your facilities around 10th level. First, they have small impact on low built facilities, and second - they will lead your club to bankruptcy.
